The 5-6 Economy in Estancia, Iloilo: Business Models, Trends, and Opportunities
By Mark Morales | June 30, 2026 | Estancia Fish Port to Poblacion
For five years I've watched the same route: 4am at the Fish Port Bagsakan, 8am at the New Public Market, noon at the Municipal Hall, and 4pm among the Poblacion tiangges and Cudilla Ave stores. A collector with a notebook offers ₱500 today for ₱600 in 60 days. This is 5-6, and it survives even though Estancia has LandBank, City Savings, Bank of Commerce, First Consolidated, and First Imperial.
1. Why Estancia?
Estancia has 54,882 people and is called the "Alaska of the Philippines" for commercial fishing.1 That creates perfect conditions:
- Daily cash, lumpy costs – fish sold daily, but ice and fuel needed now
- Volatile catch – Iloilo fisheries fell 41.1% in Q1 2024,2 then Western Visayas rebounded +14.1% in Q1 20253 and +41.5% in Q4 20254
- Farm shock – Iloilo agri fell 15.9% in 2024, slowing GDP to 1.4%5 while WV grew 6.4% in 20256
2. The Business Model
Bombay 5-6 means "lend 5, collect 6" – 20% interest, low-documentation.7 UP describes it as "the amount borrowed must be paid back with 20% interest added."8
| Step | Estancia Reality |
|---|---|
| Capital | ₱100k from financier |
| Clients | 40 vendors across Bagsakan, New Market, Munisipyo |
| Collection | ₱50/day × 40 = ₱2,000/day |
| Return | ₱120k in 60 days → ~8% monthly net |
Risk is social, not legal. IMTFI's Tacloban study calls it "loan negotiation practices" – friendship, daily visits, timing to payday.9
3. Four Business Ideas That Beat 5-6 at Its Own Game
- Bagsakan Bridge Coop – stall at Fish Port, ₱500–₱5k loans at 3%/month, approve in 10 mins, collect via GCash at 4am
- JO Payroll Advance – LGU-partnered, ₱2k advance repaid 15th/30th at 1.5%
- Ice & Fuel Fund – fisherfolk pool ₱100/day, draw ₱3k during habagat
- P3 Kiosk – DTI P3 is 2.5%/month vs 20%, but few know it. Put a desk at New Market to process forms for DTI Region 6
4. What to Watch
BFAR warns fuel hikes threaten fish prices despite 118% sufficiency.10 With 99.4% of PH enterprises micro/small and lacking collateral,11 demand for fast cash will grow.
The collector isn't a mystery. He's running prewar peddler finance, updated for a fishing town that needs ₱800 for ice at 4am — not ₱10,000 next week from a bank on Cudilla.
1 Estancia pop 54,882 "Alaska"; 2 Iloilo fisheries -41.1% Q1 2024; 3 WV +14.1% Q1 2025; 4 WV +41.5% Q4 2025; 5 Iloilo GDP 1.4%, agri -15.9%; 6 WV 6.4% 2025; 7 Wikipedia 5-6 20%; 8 UP study; 9 IMTFI Tacloban; 10 BFAR 118% sufficiency; 11 DTI 99.4% MSMEs
