Bridging the Gap for Island Learners: How a Dedicated Motorized Banca and Water Safety Training are Securing the Future of Manipolon Youth

For the island communities of Estancia, a boat is more than just a vessel — it is a vital link to education. For years, students from Manipolon Island have faced the daily challenge of crossing rough, open waters just to reach Bayas National High School, their nearest learning institution. Many have missed classes during bad weather, risking their safety and falling behind in their studies.

Thanks to the Junior Chamber International (JCI) Regatta – Iloilo, in partnership with Stolt Tankers, this struggle has been made lighter through their flagship program “Boats to School.” On June 13, 2026, a sturdy, motorized banca was formally turned over to the youth of Manipolon Island — providing them with safe, reliable, and dedicated transport so they can attend classes regularly, regardless of sea conditions.

The turnover was made even more meaningful with the simultaneous conduct of a free diving and water safety course, held in the waters of Barangay Manipolon in cooperation with SALOM Ilonggo Freedivers. This training equips students with essential swimming, rescue, and survival skills — giving them greater confidence and protection every time they travel across the sea.

Shared via her official platform under the “Paglaum Naton” Education Agenda:

“Education is a right, not a privilege — even for our island learners. This boat is not just wood and engine; it is a vessel of hope, bringing our children closer to their dreams. Combined with water safety training, it answers both their need for transport and their need for protection. This aligns perfectly with our LGU’s mission: no Estanciahanon child should be left behind because of distance or danger.”

This initiative reinforces Mayor Bianca’s commitment to accessible education, complementing ongoing local government programs like the P2.7‑Million Education Fund, solar‑powered school facilities, and educational assistance for students across the municipality of Estancia.
