The report also claimed the Philippines has no historical and legal basis to administer Batanes and questioned the legality of Japan-Philippines maritime delimitation talks east of Taiwan.
The alert was flagged by SeaLight, the maritime transparency initiative of the Gordian Knot Center for National Security Innovation at Stanford University, which described the move as part of a possible “lawfare” campaign.
