Fake Pag-IBIG Agent Arrested in Davao City: Paandam para sa taga Estancia kag Northern Iloilo

PAANDAM: Wala sang advance payment nga ginapangayo ang Pag-IBIG sa personal nga GCash, bank account, ukon cash sa ahente para sa ROPA / foreclosed units. Kung may gapangayo, scam ina.

DAVAO CITY — A 34-year-old woman using the alias "Lyza" was arrested on July 7, 2026, at around 1:57 p.m. inside the Pag-IBIG Fund Office at Pryce Tower, J.P. Laurel Ave., Bajada, Davao City. According to CIDG, she posed as a Pag-IBIG employee, offered 18 foreclosed units, and collected ₱1,000,000 from a buyer for units in Deca Homes Talomo, Emily Homes, and Portville Subdivision. She was caught during an entrapment while allegedly demanding an additional ₱120,000.

She now faces charges for violation of RA 9485 Anti-Red Tape Act, Article 177 Usurpation of Authority, and Article 315 Estafa. Ang biktima naka bawi sang pagduda sang nagpa verify siya mismo sa Pag-IBIG kag nakita nga peke ang dokumento.

Why This Should Worry Us in Estancia

Northern Iloilo may not be Davao, but the market is the same. Pag-IBIG announced over 400 acquired assets are available across Western Visayas including Iloilo, Capiz, Aklan, Antique, and Negros Occidental. These are real foreclosed accounts that people are actively searching for.

In Iloilo we have Deca Homes Sta. Barbara, Pavia, and Leganes, names that scammers love to use because they are trusted. In the north, even Ajuy has live listings like Lot 25 Blk 1 TIPACLA, AJUY under negotiated sale. When a real listing exists next door, it is easy for a fake agent to say "May ara ko di sa Estancia, ako na bahala mag fast-track."

Ajuy Example: Legit Pag-IBIG ROPA listings show exact Block and Lot numbers and are posted monthly as PDF on pagibigfund.gov.ph. If your agent cannot show you the same Block/Lot on the official PDF for this month, it is not being sold by Pag-IBIG.

Past Scams That Follow the Same Script

1. Globe Asiatique — P6.6 Billion Ghost Borrowers (2008-2011)

In 2008, Globe Asiatique entered into a P6.65 billion funding agreement with Pag-IBIG for Xevera projects in Pampanga. Pag-IBIG later found loans were granted to fictitious buyers. About P7 billion was released for 9,951 accounts. The Senate hearing revealed victims who paid but never got titles.

2. Region 8 — P33.1 Million Dummy Borrowers (2007-2009)

Thirteen Pag-IBIG officials in Region 8 were held liable after COA found P33.189 million went to dummy borrowers. Members complained they were charged for loans they never applied for. Same Visayan region, same modus of using other people's names.

3. Fake Raffle and Fake Registration Links

A viral Facebook page used an old 2015 SunStar photo of a family who won a P300,000 house from a mass wedding contest and repackaged it as a "Pag-IBIG Housing Loan Raffle." Today the same pages ask for ID and processing fees.

4. Pambansang Pabahay Fee Scam — Now Targeting OFWs

DHSUD repeatedly warned: no membership or registration fees should be collected for Pambansang Pabahay, no private individuals are authorized to act for DHSUD, and reports show illegal developers collecting reservation fees, particularly preying on OFWs. In Estancia, Carles, and Concepcion where many families have relatives abroad, the line "P500 lang para ma lista" is rampant.

5. Iloilo Specific

  • 93 lots reclaimed in Iloilo City after the Local Housing Board flagged 453 lots for illegal sale, leasing, and non-occupancy.
  • P125-Million Pavia housing project that led to graft cases before the Sandiganbayan.
  • Concepcion, Iloilo — our neighboring town — where the Senate housing committee announced it will probe alleged substandard Yolanda housing.

How the Scam Would Look in Estancia

"Taga Pag-IBIG ko halin sa Iloilo City. May 5 ka ROPA sa Leganes, may isa sa Ajuy. Fully paid na, i-transfer na lang. Hatag ka lang ₱50k reservation subong sa akon GCash kay damo naga pila. Sa sulod lang sang office ta ma permahanay bwas."

If you hear fast-track, secret list, or GCash reservation, stop. Legit agents will meet you inside Pag-IBIG Molo or Jaro, not in a coffee shop or via Messenger only.

Checklist for Buyers and Homeowners sa Northern Iloilo

    1. Check the official list only.
    Go to pagibigfund.gov.ph → Acquired Assets. Download the PDF for Region VI. If Block/Lot is not there, it is not for sale.

    2. No payment to a person.
    Pag-IBIG payments are only at Pag-IBIG branches or official partners with a system receipt under Pag-IBIG Fund, not a person's name.

    3. Verify the person in 2 minutes.
    Ask for full name, employee ID, and call Pag-IBIG Iloilo Molo. Ask: "Authorized sub-agent nyo si ___?" Real staff expect this.

    4. Documents must be verifiable.
    Every Notice of Award and Deed of Conditional Sale has a reference number you can validate at the counter. Photocopies and "certified true copy" stamps are not proof.

    5. No fast-track fee, no membership fee.
    DHSUD and Pag-IBIG say there is no fee to be listed for 4PH or to prioritize ROPA. "Pang-padulas" is the scam.

For existing beneficiaries: If you were awarded a government lot, do not sell or lease it if your award prohibits it. Iloilo City already reclaimed lots for illegal sale. And never sign Special Power of Attorney for someone to "assume" your loan without processing it inside Pag-IBIG with a lawyer.

What To Do If You Were Approached

Keep all chats, receipts, and documents. Do not confront alone. Bring them to Pag-IBIG Iloilo for verification, then file a blotter at Estancia MPS and CIDG Iloilo Provincial Field Unit. Warn your barangay GC — in small towns, one victim often means three more silent victims.

Ang Davao case na untat bangod nagpa verify ang buyer imbes nga nag bayad sang dugang nga ₱120k. Amo na ang desisyon nga dapat sundon ta tanan.
