If the Philippine Army were to add a modern 90mm reusable system like Spain's Instalaza Hispano MPW to its inventory, where would it fit for an island like Panay, and specifically for Iloilo Province?

1. Why Panay is a specific problem

Panay is not one terrain. It's four in one island:

• Central highlands — Mount Madja-as and the interior ranges that split Antique from Iloilo and Capiz. Trails, limited roads, heavy rain.
• Coastal plains and rice lands — Iloilo and Capiz are wide, open, with long straight national roads and bridges over rivers like Jalaur and Panay River.
• Dense coastal cities — Iloilo City, Roxas City. Concrete, narrow alleys, port infrastructure.
• Long, exposed coastline — 600+ km around the island, many small landing points but few major ports.

In AFP doctrine this falls under Archipelagic Defense — the Army chief himself described new acquisitions as being for "archipelagic defense implementation". The concept relies less on fixed lines and more on small, mobile, distributed teams that can hold chokepoints until heavier support arrives.

For comparison, the PA's actual 2026 MMAW tender is for a guided system — 20 launchers / 40 missiles, guided by imaging infrared, fire-and-forget, minimum 2,000m range. The winning system in 2024 was LIG Nex1 Raybolt, with range exceeding 2,000 meters.

3. Why a reusable 90mm is discussed for Iloilo

A. Logistics

B. Mobility

In Antique's mountains or the interior road to Calinog, a 7.5 kg system carried by one soldier is more practical than a 30 kg guided launcher that needs tripod, batteries and coolant. The Army noted weight as a hard limit — maximum 30 kg including missile and CLU — for MMAW for exactly this reason.

C. Urban utility

Iloilo City is not ideal for long-range ATGMs. A 90mm with anti-bunker thermobaric and smoke rounds is useful for breaching walls and masking movement, while the backup collimator sight allows close engagements if optics fail.

D. Training continuity

Because it fires the same ammunition family as the C90, transition time is short. The Vosel-H's auto-correction lowers first-shot error for reserve units.

4. Limitations — why one weapon is never enough

• 650m is still short. It cannot cover the Iloilo Strait or inter-island gaps. It needs integrated early warning, drones, and indirect fire.
• Reusable means maintenance, bore cleaning, and battery management for the FCS — harder in humid, salt-air environments.
• It is line-of-sight. In Panay's tall sugarcane and rice fields, you often don't see 650m.

If procured, Hispano MPW would not be a game-changer by itself.
