Executive Summary: Key Proposed Changes

To keep pace with Estancia's growth as the premier commercial, maritime, and educational hub of Northern Iloilo, the Sangguniang Bayan—led by Transportation Committee Chairman SB Kim Bisa—is updating the town's 2015 Traffic Code. The proposed 2026 Estancia Comprehensive Traffic Amendment Ordinance addresses growing traffic density, institutional changes like the transition of NIPSC to Northern Iloilo State University (NISU), Fish Port access bottlenecks, and road safety alignment with national LTO mandates.



1. New One-Way Corridors & Absolute No-Parking Zones

  • Estancia Fish Port Corridor: Clement Street $\rightarrow$ G. Mosqueda Sr. Street $\rightarrow$ Fish Port Main Gate is designated as a strict One-Way Street moving toward the port, and an Absolute No-Parking Corridor 24 hours a day, 7 days a week. Exiting traffic must use R. Aclaro Sr. Street toward Somes Street.
  • Somes Street Flow: Somes Street is reinforced as a strict One-Way Street northbound (from E. Reyes Avenue upward toward V. Cudilla Sr. Avenue / Rotonda). Downward entry from the Rotonda is strictly prohibited.

2. 39 Designated Terminals, Staging Bays, & Capacity Limits

The draft code officially establishes 39 specific small terminals, staging bays, and feeder route stops across market sectors, school safety zones, and barangays. To prevent gridlock and double-lane queuing:

  • Commercial District Stops: Maximum queue limit of 5 units at any time (e.g., Bagsakan, Market Striker, Coop, Novo, Gaisano, Better Buys).
  • School Safety Zones: Maximum queue limit of 3 units fronting school gates (NISU Main, NISU West, ENHS, Central School).
  • TODA Responsibility: Route associations and TODA Marshals are held directly responsible for managing queue rotations. Overflow units must hold at primary staging bays (such as Bayuyan Ceres Terminal) or off-street holding areas.

3. Peak-Hour Truck Ban in Central Business District

Heavy commercial delivery trucks (6-wheelers, 10-wheelers, tractor-trailers) are prohibited from entering or unloading within Poblacion Barangays (Zones I–IV) and the Public Market during peak traffic windows:

  • Morning Peak Window: 7:00 AM to 11:00 AM
  • Afternoon Peak Window: 2:00 PM to 5:00 PM
  • Exemptions: Government utility trucks, commercial fish dealer trucks serving the Fish Port directly, bulk water/ice tankers, and freight units traversing to/from the Botongon Municipal Wharf.

4. Updated Passenger Capacity & Safety Mandates

  • Tricycles-for-Hire (TFHs): Maximum passenger capacity set at 6 passengers + 1 driver (total 7 persons). Roof seating and riding on sidecar frames are prohibited.
  • Single Motorcycles (Habal-Habal): Maximum passenger capacity set at 2 passengers + 1 driver (total 3 persons). Extended wooden seats (skags) are banned.
  • National Laws Enforced: Strict local application of "No Plate, No Travel" rules, Anti-Distracted Driving (mobile phone ban while driving), Child Safety on Motorcycles (minors forbidden in front of drivers), and mandatory protective helmets.

AN ORDINANCE AMENDING MUNICIPAL ORDINANCE NO. 2015-006 (THE ESTANCIA TRANSPORT AND TRAFFIC CODE), UPDATING TRANSPORT TERMINALS, TRAFFIC CORRIDORS, ROAD SAFETY MANDATES, FARE SCHEDULES, AND PENALTY PROVISIONS. PREAMBLE WHEREAS, the Municipality of Estancia, Iloilo, stands as a First Class Municipality and the primary commercial, economic, educational, and maritime trading hub of Northern Iloilo; WHEREAS, as the principal central business district servicing neighboring towns and island communities, Estancia experiences high vehicular traffic, commercial transport volume, and daily commuter flow along its major thoroughfares and port access roads; WHEREAS, Municipal Ordinance No. 2015-006, enacted on March 16, 2015, established the foundational Transport and Traffic Code of the Municipality of Estancia; WHEREAS, evolving local traffic conditions, the conversion of local academic institutions such as Northern Iloilo Polytechnic State College (NIPSC) into Northern Iloilo State University (NISU), and the rapid expansion of local commercial centers necessitate a modernization of transport terminal definitions, staging limits, and vehicular route networks; WHEREAS, there is an urgent public need to align local traffic rules with national legislation—including Republic Act No. 4136, Republic Act No. 10913 (Anti-Distracted Driving Act), Republic Act No. 10666 (Children's Safety on Motorcycles Act), Republic Act No. 10586 (Anti-Drunk and Drugged Driving Act), Republic Act No. 10054 (Motorcycle Helmet Act), Republic Act No. 8750 (Seat Belts Use Act), and recent Land Transportation Office (LTO) administrative directives—to enhance public safety, protect pedestrian rights, and ensure unimpeded traffic flow along major commerce and port corridors; NOW, THEREFORE, BE IT ORDAINED by the Sangguniang Bayan of the Municipality of Estancia, Iloilo, in session assembled, that: SECTION 1. SHORT TITLE. This Ordinance shall be known and cited as the "2026 Estancia Comprehensive Traffic Amendment Ordinance." SECTION 2. INSTITUTIONAL AND TERMINOLOGY UPDATES. All references to "Northern Iloilo Polytechnic State College" or "NIPSC" appearing throughout Ordinance No. 2015-006 (including Section 6b, Section 44, Section 47, Section 50, and related provisions) are hereby updated and amended to read as "Northern Iloilo State University" or "NISU". SECTION 3. COMPLIANCE AND AUTOMATIC INTEGRATION OF NATIONAL TRAFFIC LAWS AND LTO DIRECTIVES (ENACTING SECTION 3-A). A new Section 3-A is hereby inserted into Article II of Ordinance No. 2015-006, to read as follows: "SECTION 3-A. AUTOMATIC INTEGRATION OF NATIONAL TRAFFIC LAWS AND LTO DIRECTIVES. (a) Alignment with National Traffic Laws: All transport operations, driver conduct, vehicle specifications, and enforcement practices within the Municipality of Estancia shall strictly conform to pertinent national laws, including but not limited to R.A. 4136 (Land Transportation and Traffic Code), R.A. 10913 (Anti-Distracted Driving Act), R.A. 10666 (Children's Safety on Motorcycles Act), R.A. 10586 (Anti-Drunk and Drugged Driving Act), R.A. 10054 (Motorcycle Helmet Act), and R.A. 8750 (Seat Belts Use Act). (b) Automatic Adoption of LTO & DOTr Issuances: All current and future Memorandum Circulars (MCs) and Administrative Orders (AOs) issued by the Land Transportation Office (LTO) and Department of Transportation (DOTr) regarding vehicle registration, license requirements, "No Plate, No Travel" rules, vehicle modification standards, noise/muffler emission limits, and road safety shall automatically apply within the Municipality of Estancia without requiring individual legislative amendments." SECTION 4. AMENDMENT TO ARTICLE XIV (SECTION 44) – DESIGNATED TERMINALS, STAGING BAYS, AND LOADING/UNLOADING ZONES. Article XIV, Section 44 of Ordinance No. 2015-006 is hereby amended to read as follows: "SECTION 44. DESIGNATED TRICYCLE TERMINALS, STAGING BAYS, AND LOADING/UNLOADING ZONES. – All Public Utility Vehicles (PUVs), Tricycles-for-Hire (TFHs), Single Motorcycles (Habal-Habal), and Trisikads shall stop, load, unload passengers, or discharge freight strictly within designated small terminals, curbside staging bays, and route stops. Unless explicitly authorized, designated tricycle terminals consist of small curbside slots, neighborhood staging areas, and marked street loading zones. Establishing unauthorized transport terminals or blocking active traffic lanes outside these designated zones is strictly prohibited. The thirty-nine (39) designated small terminals, staging bays, and route stops within the Municipality of Estancia are established as follows: CATEGORY I: INTER-TOWN & MAJOR ROUTE TERMINALS 1. Bayuyan Ceres Terminal – Integrated passenger terminal in Barangay Bayuyan for Public Utility Buses (PUBs) and Garage-to-Terminal Express (GTE) Vans. 2. Malbog Terminal – Small tricycle staging bay servicing routes heading toward Barangay Malbog and nearby municipal boundaries. CATEGORY II: COMMERCIAL DISTRICT & MARKET STAGING BAYS 3. Coop New Market Terminal – Primary tricycle/trisikad curbside staging area along E. Reyes Avenue, fronting the Cooperative Building and New Public Market area. 4. Bagsakan Tricycle Terminal – Designated small staging bay and loading/unloading area servicing the Bagsakan market sector. 5. Market Striker Terminal – Designated tricycle/trisikad stop along R. Aclaro Sr. Street (Fresh Fish Section area of the Public Market). 6. Gaisano Terminal – Small commercial tricycle terminal/staging bay servicing shoppers and passengers around Gaisano Mall. 7. Better Buys Terminal – Designated commercial curbside passenger Stop adjacent to the Better Buys area. 8. Novo Terminal – Small commercial loading/unloading stop situated near the Novo department store along E. Reyes Avenue. 9. Manolette Terminal – Commercial route stop servicing passengers near Manolette. 10. Engelinas Bayuyan Terminal – Local commercial stop and tricycle staging point within the Engelinas, Barangay Bayuyan business sector. CATEGORY III: SCHOOL, CAMPUS & CIVIC SAFETY ZONES 11. NISU Main Terminal – Designated student tricycle terminal and staging bay along V. Cudilla Sr. Avenue, corner S. Demaisip Street, fronting Northern Iloilo State University (NISU) Main Campus. 12. NiSU West Terminal – Designated student transport stop along V. Cudilla Sr. Avenue, corner Inventor and P. Reyes Streets, fronting NiSU West Campus. 13. NISBA NISU Stop – Public Transport drop-off/pickup point for Commuters of NISU Estancia to Balasan Route. 14. WestBa NiSU Stop – Passenger pick-up and drop-off point for Commuters of NISU West Campus, Estancia to Balasan Route. 15. National High School Stop – Designated student loading/unloading bay along the road fronting Estancia National High School (ENHS). 16. Central School Stop – Student pick-up and drop-off safety zone along the corridor fronting Estancia Central School. 17. Municipal Striker Hub – A local tricycle staging stop located beside the Estancia Operation Center Building, providing commuter drop-off and pick-up services for visitors and town office goers within the civic center area. 18. Rotonda Highway Stop – Designated route stop along the National Highway fronting the Municipal Hall at the Rotonda intersection. CATEGORY IV: BARANGAY & COASTAL FEEDER STOPS 19. Feeder Port Tricycle Terminal – Designated coastal staging bay servicing passengers, fisherfolk, and maritime cargo at the Feeder Port area. 20. Botongon Pier Terminal – Small coastal staging Stop servicing commuters and cargo at the Botongon Pier area. 21. Botongon Striker Terminal – Primary small tricycle terminal for Barangay Botongon along E. Reyes Avenue (left side, fronting Jade Marketing). 22. San Roque Terminal – Designated small tricycle and Single(habal-habal) feeder terminal and staging bay servicing passengers bound for Barangay San Roque, located Infront of ADR Drug store, Coop Area. 23. Calapdan-Pabahay Terminal – Dedicated feeder tricycle stop servicing Barangay Calapdan and the Pabahay Housing Settlement. 24. Cuerpo-Gogo Terminal – Small transport staging point connecting the Cuerpo area toward Barangay Gogo. 28. Gogo Tricycle Stop – Designated route stop for tricycles servicing Barangay Gogo along Corner Somes-E. Reyes Avenue. 29. Paon-Daculan Stop – Route stop servicing Barangay Pa-on and Barangay Daculan along E. Reyes Avenue (fronting Sari-Sari Bread House). 30. Reyes Avenue (fronting Palawan Pawnshop) servicing Tanza and Jolog routes. 37. Somes Balasan Stop A – Primary tricycle staging bay along Somes Street (left side, near corner E. Reyes Avenue) servicing outgoing traffic bound for Balasan. 38. Somes Balasan Stop B – Secondary feeder stop along Somes Street (upper corridor near V. Cudilla Sr. Avenue junction) for short-distance town-center shuttles. 39. Acedre Terminal – Neighborhood feeder stop and loading zone servicing the Acedre area." SECTION 5. ENACTMENT OF SECTION 44-A – SMALL TRICYCLE STAGING BAY CAPACITY LIMITS & ASSOCIATION RESPONSIBILITY. A new Section 44-A is hereby inserted into Article XIV of Ordinance No. 2015-006, to read as follows: "SECTION 44-A. PASSAGEWAY MAINTENANCE AND CAPACITY LIMITS FOR SMALL TRICYCLE STAGING BAYS. – To maintain clear traffic lanes and protect pedestrian safety, all designated small tricycle curbside staging bays and route stops shall observe the following capacity limits: (a) Queue Capacity Limits: • Commercial District and Market Hubs: A maximum of five (5) units shall be permitted to queue or stage at any given time at small curbside stops (Bagsakan, Market Striker, Coop, Novo, Gaisano, Better Buys, International Mobile). • School, Campus, and Civic Safety Zones: A maximum of three (3) units shall be permitted to queue in front of school gates and institutional entrances (NiSU Main, NiSU West, Central School, ENHS). • Barangay and Feeder Route Stops: A maximum of three to five (3–5) units shall be permitted to queue at designated feeder stops (Feeder Port, Botongon Pier, Calapdan-Pabahay, Tacbuyan-Pabahay, Pabahay Bulaqueña, San Roque, Cano-an A & B, Somes A & B, Malbog). (b) Overflow and Buffer Staging: Any excess units beyond the allowable queue limit (overflow units) must hold at primary staging terminals (Bayuyan Ceres Terminal) or in designated off-street holding areas. Double-lane queuing (double parking) and staging that obstructs private driveways or school gates are strictly prohibited. (c) Association Responsibility and TODA Management: Each TODA, driver association, or route group operating at a designated staging bay shall assign a TODA Marshal or Dispatcher to manage queue rotation and strictly enforce these unit limits. Exceeding the maximum allowed queue limit shall constitute Obstruction to Traffic under Section 115. The corresponding fine for this violation shall be levied against and paid by the registered terminal association, TODA, or route group concerned, through its officers, for failure to manage and maintain their assigned staging bay capacity." SECTION 6. AMENDMENT TO ARTICLE XIII – REVISED ONE-WAY CORRIDORS. Article XIII of Ordinance No. 2015-006 is hereby amended to include the following provisions: "SECTION 43-A. ONE-WAY CORRIDOR TO ESTANCIA FISH PORT. – The road segment starting from the intersection of V. Cudilla Sr. Avenue passing down Clement Street, turning into G. Mosqueda Sr. Street, and proceeding directly to the main gate of the Estancia Fish Port Complex is designated as a Strict One-Way Street moving toward the Fish Port. All vehicles exiting the Fish Port Complex must proceed via R. Aclaro Sr. Street toward Somes Street. SECTION 43-B. REINFORCED ONE-WAY TRAFFIC FLOW ON SOMES STREET. – Somes Street (from E. Reyes Avenue proceeding upward to V. Cudilla Sr. Avenue / Rotonda) is designated as a Strict One-Way Street moving northbound. No vehicle shall enter Somes Street downward from V. Cudilla Sr. Avenue or the Rotonda." SECTION 7. AMENDMENT TO ARTICLE XV (ENACTING SECTION 47-A) – ABSOLUTE NO-PARKING CORRIDOR: CLEMENT STREET TO FISH PORT. Article XV of Ordinance No. 2015-006 is hereby amended by adding Section 47-A: "SECTION 47-A. ABSOLUTE NO-PARKING CORRIDOR: CLEMENT STREET TO ESTANCIA FISH PORT AREA. – (a) Prohibited Area: The entire length of the one-way corridor from Clement Street, through G. Mosqueda Sr. Street, up to the Estancia Fish Port Complex area is officially designated as an Absolute No-Parking Corridor at All Times. (b) Strict Prohibition: No vehicle of any classification shall park, idle, stand, or double-park along any portion of this corridor, 24 hours a day, 7 days a week, regardless of business operations, loading/unloading activities, fish deliveries, or driver presence. (c) Loading/Unloading: All commercial deliveries and fish cargo transfers must be conducted within private property boundaries or inside the Fish Port Complex compound. Stopping within active traffic lanes along this corridor is prohibited. (d) Enforcement: Non-compliant vehicles shall be cited for Violation of Absolute No-Parking Zone and subject to immediate impounding under Section 89 and Section 91." SECTION 8. ENACTMENT OF SECTION 30-A – UNIMPEDED PEDESTRIAN CROSSWALKS. Article X of Ordinance No. 2015-006 is hereby amended by adding Section 30-A: "SECTION 30-A. UNIMPEDED PEDESTRIAN CROSSWALKS. – All marked pedestrian lanes, crosswalks, and school crossing zones shall remain open and unobstructed at all times. No driver or operator shall park, idle, stop, or queue any vehicle on or within three (3) meters of any marked pedestrian crosswalk. No vendor stall, signage, or structure shall be placed within three meters of a crosswalk. Drivers approaching an occupied crosswalk shall bring their vehicle to a complete stop and yield the right-of-way to pedestrians." SECTION 9. REVISED ROAD SAFETY PROVISIONS AND PROHIBITIONS. Articles VII, VIII, and XIX of Ordinance No. 2015-006 are hereby amended by adding or expanding the following safety sections: "SECTION 15-A. MANDATORY "NO PLATE, NO TRAVEL" POLICY. – No vehicle—including private vehicles, public utility vehicles, motorized tricycles, or single motorcycles—shall be operated or driven on any public road without an officially issued LTO license plate, conduction plate, or MV File number properly displayed. SECTION 74-A. PROHIBITION AGAINST STOPPING OR PARKING IN ACTIVE LANES. – No vehicle, regardless of wheel count, shall stop, stand, or park in the middle of any active public road, street, intersection, or highway. Loading and unloading must occur strictly at designated curbside bays or the extreme right edge of the road. SECTION 75-A. MANDATORY CHILD SAFETY ON MOTORCYCLES. – No child or minor shall be allowed to sit or ride in front of the driver on any single motorcycle under any circumstances. A child may only ride as a rear passenger if the child can comfortably reach the standard foot pegs, grasp the driver's waist, and wears an approved protective helmet. SECTION 78-A. ANTI-DISTRACTED DRIVING / MOBILE PHONE PROHIBITION. – Section 78 of Ordinance No. 2015-006 is hereby expanded to mandate that no driver or operator shall handle, use, write on, tap, read, or hold a mobile phone, wireless communication device, or headphones while actively driving, maneuvering, or waiting at an active intersection. This applies to drivers of all motor vehicles, single motorcycles (habal-habal), tricycles-for-hire, and trisikads." SECTION 10. ENACTMENT OF SECTION 50-A – TOTAL TRUCK BAN IN POBLACION ZONES AND MARKET DISTRICT DURING PEAK HOURS. Article XVI of Ordinance No. 2015-006 is hereby amended by adding Section 50-A, to read as follows: "SECTION 50-A. PEAK-HOUR TRUCK BAN IN POBLACION AND MARKET ZONES. – (a) Restricted Hours and Regulated Zones: No commercial delivery truck, 6-wheeler truck, 10-wheeler truck, tractor-trailer, or heavy freight conveyance shall enter, operate, travel, or unload within the Poblacion Barangays (Zones I, II, III, and IV) and the Public Market / Central Business District during the following morning and afternoon peak hours: • Morning Peak Restriction: 7:00 AM to 11:00 AM • Afternoon Peak Restriction: 2:00 PM to 5:00 PM (b) Exempted Vehicles: The following specific categories of heavy utility and essential service vehicles are explicitly exempt from this time restriction: 1. Government-Owned Vehicles: Public utility and maintenance trucks owned by national agencies or the Municipal Government of Estancia. 2. Fish Dealers' Trucks: Commercial fish dealer trucks strictly plying routes directly to and from the Estancia Fish Port Complex. 3. Essential Utility Delivery Vehicles: Commercial ice delivery trucks and bulk water tanker trucks servicing local residents and business establishments. 4. Maritime Port Freight Cargo: Heavy trucks and cargo transport units strictly traversing designated municipal road corridors directly to and from the Estancia Municipal Wharf / Commercial Port in Barangay Botongon. (c) Unloading Windows: Non-exempt commercial delivery vehicles must conduct their trip routes, commercial staging, loading, and unloading strictly outside the restricted peak hours (between 11:01 AM and 1:59 PM, or after 5:01 PM until 6:59 AM)." SECTION 11. AMENDMENT TO ARTICLE IX & XXII (ENACTING SECTION 96-A) – REVISED MAXIMUM PASSENGER CAPACITY. Article XXII of Ordinance No. 2015-006 is hereby amended by adding Section 96-A: "SECTION 96-A. REVISED MAXIMUM PASSENGER CAPACITY FOR TRICYCLES AND SINGLE MOTORCYCLES. – (a) Tricycles-for-Hire (TFHs): A maximum of six (6) passengers plus one (1) driver (total of 7 persons) shall be permitted per tricycle unit. All passengers must be safely seated inside the sidecar cabin or on designated seats behind the driver. Carrying passengers on the sidecar roof, exterior frame, or rear step is strictly prohibited. (b) Single Motorcycles (Habal-Habal): A maximum of two (2) passengers plus one (1) driver (total of 3 persons) shall be permitted per single motorcycle unit. All passengers must sit behind the driver on the main seat with feet on footrests and wear approved helmets. All existing ordinances, executive orders, administrative rules, or provisions of Municipal Ordinance No. 2015-006 that are inconsistent with or contrary to the provisions of this Ordinance are hereby repealed, amended, or modified accordingly. SECTION 16. SEPARABILITY CLAUSE. If, for any reason, any section or provision of this Ordinance is declared unconstitutional or invalid by a court of competent jurisdiction, such declaration shall not affect the validity of the remaining sections or provisions hereof. SECTION 17. EFFECTIVITY. This Ordinance shall take effect immediately upon its approval and compliance with mandatory public posting and publication requirements as mandated by the Local Government Code of 1991 (Republic Act No. 7160).
