MPOPSO LEADS CONSULTATION MEETING WITH "COLORUM" TRICYCLE OPERATORS IN ESTANCIA

Yesterday, September 23, 2026, local officials and numerous tricycle operators gathered at the Ground Floor of the Liga Hall Building for an important municipal consultation meeting.  

The initiative was spearheaded and led on the ground by Municipal Peace and Order and Public Safety Office (MPOPSO) Head P/LtCol Edwin M. Baylon (Ret.) alongside Sangguniang Bayan Member and Transportation Chairman Hon. Kim Carlo E. Bisa, who directly managed the dialogue with the drivers.  

The legislative body and local leadership—with the full support of Mayor Bianca Requinto Espinosa and Vice Mayor Mark Cordero—backed this crucial effort, ensuring a unified municipal approach toward public order and transport regulation.

The forum focused on the strict implementation of the "No Franchise, No Driver’s License, No OR/CR, No Travel Policy" and addressed the challenges of incomplete documentary requirements for unregistered or "colorum" units. Rather than just enforcement, the leaders opened a collaborative platform to help drivers understand municipal regulations, protect public safety, and work toward proper legal documentation.
