THE REVOLUTION OF AI IN THE PALENGKE: How AI is Changing Life for Ordinary Filipinos in Northern Iloilo, Cebu, Davao and Batangas

ESTANCIA, Iloilo — In Bankerohan Public Market in Davao, a durian vendor now accepts QR Ph payments and uses AI to check fruit quality without opening it. In Lipa, Batangas, a kapeng barako seller ships nationwide via Shopee with AI-written product stories. In Carcar City, Cebu, a rice farmer just received his first tablet through the FarmTech program.



And here in Estancia, in the coconut groves where BUWA — the forgotten snack we featured yesterday — grows, the same question is being asked: what will AI do to our market vendors, our small sari-sari stores, our tool workers, and our habal-habal drivers turned delivery riders?


This is not a Manila story anymore. It is a Northern Iloilo story.


THE NATIONAL NUMBERS BEHIND YOUR STALL


The Philippines is betting big. The Department of Trade and Industry launched the National AI Strategy Roadmap 2.0 in July 2024. In June 2026, the Department of Information and Communications Technology got approval for the AI+ Infrastructure Masterplan 2033. The targets: 1.5 gigawatts of AI-ready data centers, $8 to $12 billion in private investment, more than 500,000 AI jobs, and a 10-12% boost to national GDP.


On the ground, the reality is split. According to the Analytics and AI Association of the Philippines, 95% of organizations already use AI, but only 12% are building their own. The International Labour Organization says 12.7 million jobs — 27.2% of the workforce, the highest in ASEAN — are exposed to generative AI. It does not mean those jobs disappear. It means tasks like answering customers, making reports, and checking inventory can be automated.


Women face double the exposure, especially young educated women in clerical and admin roles. In regions dominated by service and BPO jobs, women carry disproportionate risk.


And the digital divide remains. Rural Philippines has only 56% internet penetration versus 89% in urban areas, and only 31% high-speed access versus 76% urban. In Northern Iloilo's far-flung barangays, no signal still means no AI.


CEBU: CARCAR'S FARMTECH AND HUMAN-CENTERED AI


Cebu is showing a different path. During Cebu Business Month 2026, the message was clear: strengthen people, don't replace them. Instead of AI-generated art for ASEAN delegates, Cebu held a 72-hour hand-drawn art festival to show its identity as a UNESCO Creative City.


In Carcar City, just across the sea from Estancia, PLDT, Smart and the Department of Agriculture turned over FarmTech kits to the Integrated Carcar Rice Irrigators Association. Each kit includes a tablet, 10 smartphones, pocket WiFi, projector and learning materials for farmers in remote areas.


For market vendors, Cebu was named the biggest merchant market in Visayas for Grab Asenso. The Digital Diskarte program with DTI runs Learning Caravans through end of 2026 in Cebu, Davao, San Fernando and Puerto Princesa. It teaches mobile-based learning plus an AI copilot for marketing, payments and logistics. Shopee reports VisMin is now the fastest e-commerce growth engine, with MSMEs scaling through AI-powered selling tools.


This is the model Estancia can copy for our fish vendors and coconut product sellers.


ILOILO: KAKANIN, DIGI-TAAS, AND THE VOICE OF SMALL VENDORS


Iloilo is closer to home, and the lessons are more direct.


DTI Iloilo is running capacity-building every Thursday since June 2026 for kakanin makers to keep cultural value while adapting to new demand. MSMEs are 99.63% of all registered businesses in the country.


In December 2025, 18 MSMEs from Aklan, Antique, Capiz, Guimaras, Iloilo and Negros Occidental finished DIGI-TAAS at Go Hotels Iloilo — two days of intensive digitalization and onboarding to digital platforms and payments.


PLDT Enterprise, Smart, TikTok Shop and DTI Iloilo also ran hands-on training to help MSMEs use social media and e-commerce. Provincial Director Ma. Dinda Tamayo said upskilling is the way to go.


The ILO documented women-led enterprises in Iloilo, Pampanga and Siargao using digital hubs, e-commerce and AI-enabled tools to grow sales under the UN Joint Program Digital PINAS with Japan.


Most importantly, from August 3-5, 2025, DOST held an AI Fest in Iloilo City where the Department of Economy, Planning and Development Region 6 ran an AI Policy Lab. PWDs, senior citizens, out-of-school youth, LGBTQIA+, small-scale vendors and informal workers themselves raised alarms: poor internet in remote areas, online scams using AI, biased profiling, gender-insensitive language, kids accessing AI content without supervision, and students over-relying on AI.


Their demand: community-based digital literacy programs, Filipino-centered datasets that include their realities, and sector-specific AI guidelines. Senior citizens flagged digital illiteracy. Small vendors flagged unequal access. This is the same voice we hear in Estancia's public market.


Western Visayas is also pushing to become the healthcare BPO capital through DTI Region 6 — higher-value work needing AI plus human empathy.


DAVAO REGION: WHAT DURIAN FARMERS CAN TEACH ESTANCIA'S COCONUT FARMERS


Davao is the durian capital, but its lessons apply to our coconut groves.


In November 2025, DOST Region 11 introduced smart tech to Davao farmers. Zappify is an IoT pest control device that uses sensors to activate control only when needed, cutting pesticide cost. Multispectral imaging gives data on plant health and soil. Most important for durian growers, the INDAI system uses AI and non-invasive imaging to assess durian quality without cutting the fruit open, helping growers meet market standards and reduce waste.


In Bankerohan Public Market, Davao's biggest, the Bangko Sentral ng Pilipinas launched Paleng-QR Ph. Maya accelerated digi-palengke in Mindanao — vendors and tricycle drivers can now accept digital payments via QR Ph regardless of e-wallet or bank. The BSP and Davao City run onboarding for digital financial literacy and cybersecurity.


Imagine applying INDAI to BUWA or to our coconuts — scanning quality without opening — or using QR Ph in Estancia's fish port and bagsakan. Davao vendors along Magsaysay Avenue now accept QR. Our vendors can too.


BATANGAS: KAPENG BARAKO AND THE POWER OF A COLLECTIVE MARK


Batangas is home of true Barako — Liberica coffee, not just strong coffee.


The Provincial Agriculturist is processing registration of kapeng barako as a collective mark with the Intellectual Property Office to strengthen branding. DTI's KAPEtirya franchise model was launched to promote native coffees as a poverty alleviation platform.


On Shopee there are dozens of Lipa City sellers — Lipa Barako Brew, Kape Amigo, Kapeng Barako by Marian — with 4.9 ratings, selling in jute sacks and bulk wholesale. They prove you can sell nationwide from a province. The challenge is authenticity and coordination.


For coffee farmers, DTI and Nestle signed RAPID Growth to increase incomes of smallholder farmers through financing. TESDA and Nestle joined to empower farmers with technical training.


For Estancia, the lesson is BUWA and our coconut products. Like Batangas registering barako, we can register BUWA sang Estancia or Estancia Coconut Products as a collective mark. AI can then help tell that story — auto-generate product descriptions that explain what BUWA is, translate for tourists, and track which product sells best.


WHAT IT MEANS FOR ORDINARY ILONGGOS IN ESTANCIA


Market Vendors in Estancia Public Market and Fish Port: You need QR Ph. BSP's Paleng-QR onboarding is free and already in Iloilo City. In Iloilo, DIGI-TAAS shows 18 MSMEs can level up in two days. In Davao, Bankerohan vendors did it. If you stay cash-only and notebook-only, you become invisible to the next generation of buyers who pay with GCash or Maya.


Small Companies — sari-sari stores, hardware, resorts in Northern Iloilo, kakanin and BUWA sellers: DTI's AI and Scale-Up Center and iTanong AI that speaks Filipino, English and Taglish are for you. TESDA has P641 million for 35,000 learners in AI and data skills. The Senate bill includes training subsidies and starter kits for MSMEs. The PLDT Enterprise MSME Day Series already made strides in Iloilo and Dipolog.


Tool Workers — construction, welders, electricians, fishermen's boat repair: Your hands are safe, but you will be managed by AI scheduling and inventory. Learn to log work on a tablet and read AI-translated safety guides. Cebu's message is you cannot win tug-of-war with a robot, but you can direct it.


App Drivers — habal-habal turned GrabFood, delivery riders in Estancia and Roxas City: You already work for AI. Grab Asenso's AI assistant in Cebu and Davao helps with fuel-efficient routing and customer messaging. The free caravans in Cebu and Iloilo teach exactly this.


Coconut Farmers and BUWA Gatherers: This is our unique edge. Use AI like Davao's INDAI to prove quality without waste, use multispectral imaging to check plant health, use QR Ph to accept payments in the coconut groves. Digitize the story of BUWA — the forgotten snack of Estancia's coconut groves — so it can be found online, just like Batangas did with barako.


THE BOTTOM LINE FOR ESTANCIA TIMES READERS


The Philippines is building 1.5 gigawatts of data centers while a rice farmer in Carcar just got his first tablet, a kakanin maker in Iloilo just learned TikTok Shop, a durian farmer in Davao just scanned fruit with AI without cutting it, and a barako seller in Lipa just shipped nationwide via Shopee.


Here in Estancia, a BUWA gatherer still climbs the coconut tree and holds the white, fluffy embryo that most Filipinos have forgotten.


The future is not AI versus people. It is people with access versus people without. Rural internet is still 56% versus 89% urban. Closing that — with FarmTech kits, Paleng-QR, DIGI-TAAS, and grassroots AI Policy Labs like the one in Iloilo City — is the real revolution of computer science from 2010 to 2030.


For Estancia, the revolution will not be in Manila's boardrooms. It will be in our public market, when our fish vendor accepts QR, when our BUWA seller ships to Manila with an AI-written story, and when our tricycle driver uses AI to cluster deliveries.


That is the technology that matters for Northern Iloilo.
